With reference to your letter No.3489 of the
7th instant I am directed by Secretary Sir E. Grey to
transmit to you herewith a copy of his reply to the
London Chamber of Commerce on the subject of the
Declaration of London together with a copy of Blue-
book Miscellaneous No.4 (1910) containing correspon-
dence with other public bodies on the same subject.
I am to suggest that a copy of the reply and of
the Bluebook should be sent, subject to Mr. Secretary
Harcourt's concurrence, to the Governor of HongKong
for transmission to the Chamber of Commerce in that
Colony.
